Since 2012, TxDOT contractors has made improvements to the intersections, drainage system and expanding the lanes on FM 1938, and the City is happy to announce, that this project has been completed.

The two-phase project was a partnership between TxDOT, Tarrant County, the North Central Texas Council of Governments and the cities of Keller, Westlake and Southlake.

Phase I included the reconstruction and design of a six-lane divided roadway with raised curb medians from SH 114 to just south of Dove Road leading into a four-lane roadway with raised curb medians ending at Randol Mill Road.

Once Phase I was completed August 2012, contractors moved to Phase 2 in 2019 which included the City of Keller and the City of Southlake. The project also included underground drainage and a screening wall along the Myers Meadow subdivision.

The approximate budget for Phase 2 was $37 million.

This is one of many Capital Improvement Projects that the City can now check as complete.

May 31 - June 7

Water Improvements Along S. Pearson Lane and Union Church Road

Contractors are set to perform vacuum excavation services to locate subsurface utilities along S. Pearson Lane and Union Church Road, from FM 1709 to FM 1938, and E. Dove Road from Estes Park Drive to west of North Carroll Avenue starting Wednesday, May 31, 2023 through Wednesday, June 7, 2023, from 7 a.m. - 5 p.m., weather permitting. Shoulder work will take place during this time and should not disrupt traffic. This work is being done in anticipation of the upcoming Capital Improvement Project for waterline improvements along S. Pearson Lane and Union Church Road, E. Dove Road, and Oak Bend Court.

June 1 - 9

Storm Drain Work on Lonesome Dove Road

Water Utilities will conduct lane closures along Lonesome Dove Road to construct a storm drain pipe. The lane closures will occur from June 1, 2023, through June 9, 2023, weather and material delivery permitting.

Water Improvements Along East Dove Road and Oak Bend Court

Contractors are set to begin work on the Water Distribution System Improvements at S. Pearson Lane & Union Church Road, E. Dove Road, and Oak Bend Court on Monday, June 5, 2023. During this time, it will be necessary to temporarily disrupt traffic along S. Pearson Lane & Union Church Road, from FM 1709 to FM 1938, and E. Dove Road from Estes Park Dr. to the west of North Carroll Avenue. This work is expected to last through the Winter of 2024, weather permitting.

June 5 - 16

Road Rehab Project on Jellico Circle

Public Works and Tarrant County will begin road rehab work on Jellico Circle starting June 5, 2023. The project should continue until June 16, 2023, weather permitting. Daily hours of operation will be from 7 a.m. to 4 p.m. Jellico Circle will remain open to through traffic throughout the project with traffic control.

Southlake City Council approved road reconstruction and drainage improvement projects at the April 5 City Council meeting.

All projects are a part of the Capital Improvement Project (CIP) program, a plan that prioritizes construction projects, infrastructure, and physical assets within a five-year time frame.

Intersection Improvements on Davis Boulevard (FM 1938) and W. Continental Boulevard

As a result of a traffic study in the Southlake 2030 Mobility Master Plan, this project aims to handle increased traffic volumes at the intersection of Davis Boulevard/FM 1938 and W. Continental Boulevard.

The improvements will include traffic signalization, crosswalks and sidewalks, and drainage capacity improvements on Union Church Road west of the intersection.

This TxDOT project is anticipated to start tentatively in mid to late 2023. Currently, the project is still under design and is projecting an estimated cost of $3.4 Million.

Interlocal Agreement (ILA) for Design and Construction Services for Intersection Improvements on FM 1709 and Pearson Lane

This partnership is between the City of Keller, Tarrant County, and the City of Southlake.

This project seeks to improve mobility and alleviate traffic congestion by adding dedicated left-turn lanes from the north and south side of Pearson Lane onto FM 1709, including a traffic signal and pedestrian modifications.

Tarrant County selected the joint project to include in the 2021 bond program. The county covers 50% of the project costs, while the remaining 50% is divided between the City of Southlake and the City of Keller.

All funds will go toward design and construction services for the intersection improvements.

This TxDOT project is anticipated to start tentatively in the summer of 2023. This project is still under design and is currently projecting an estimated cost of $1.35 Million.

Peytonville Avenue Storm Drain and Sidewalk Improvements

A construction award was approved to address drainage at N. Peytonville Avenue and Raven Bend Court.

The project's scope is to include improvements on Raven Bend Court to intercept excess surface runoff to accommodate the influx of stormwater.

Improvements will include an underground system for stormwater management, a concrete-lined ditch to convey stormwater, waterline relocation, and upsizing the waterline. This project also includes closing the existing gap on the sidewalk located on Peytonville Avenue to enhance pedestrian safety.

This project is anticipated to start late spring - early summer of 2022, franchise utility relocation permitting, and is estimated to cost $952,269.

As the City continues to expand in the number of residents and businesses locating to the area, so does the initiative to increase traffic management initiatives and maintain high-quality public assets.

When it comes to completing projects, the Southlake Mobility Team delivers. Over the past few months, the Southlake Mobility Team has been at work ensuring that mobility tasks were carried out timely and efficiently to improve quality and overall safety for the community.

Here’s a look at the mobility projects completed so far in 2021:

Zena Rucker Road Extension and Roundabout: Completed, February 1

The purpose of this project was to extend Zena Rucker Road between Byron Nelson Parkway and Carroll Avenue to allow motorists to travel from Park Village to the Shops of Southlake.

New sidewalks, landscaping and the public artwork display, the “Mockingbird Tree” by Michael Warrick was also installed at the newly designed roundabout at Zena Rucker Road and Tower Boulevard.

Carroll Avenue Project: Completed, February 25  

The purpose of this project was to improve mobility by replacing the asphalt lanes with concrete. Concrete is more durable and sustainable than asphalt and is better for long-term use.

FM 1938: Completed, March 11

With three major projects completed before summer, Southlake Mobility is well on its way to accommodate motorists and pedestrians with a safe and convenient commute.

With just a few weeks into the new year, mobility improvement in Southlake is off to a good start with the SH 114 Project. 

The project will be completed by TxDOT over the duration of three years and will include improvements to SH 114 from just west of FM 1938 to Dove Road. 

 

The project consists of:  

Frontage Road Improvements 

Improvements include new frontage road construction in the eastbound direction of SH 114 from FM 1938 (Davis Boulevard) to Dove Road and new frontage road construction in the westbound direction from Dove Road to Kirkwood/Solana Boulevard. 

Ramp Improvements 

Improvements will update the existing eastbound and westbound entrance and exit ramps. Some ramps will change from entrance ramps to exit ramps or vice versa. 

U-Turn (Texas Turnaround) Improvements: 

Improvements will add new U-turn (Texas turnarounds) in the following locations on SH 114: 

  • Kirkwood/Solana Boulevard - eastbound to westbound 
  • Kirkwood/Solana Boulevard - westbound to eastbound 
  • Dove Road - eastbound to westbound 

Impacts on Travel: 

The following impacts can be expected: 

  • Entrance ramp west of FM 1938 (Davis Boulevard) will be closed. 
  • Eastbound SH 114 main lanes will be restriped from FM 1938 (Davis Boulevard) to Dove Road.

The City of Southlake often refers to the Capital Improvement Program when citing projects and infrastructure, such as mobility projects.

The program, often referred to as CIP, is a five-year plan the City has in place for construction of new or investing in the replacement of the City’s physical assets or infrastructure. The City utilizes cash and proceeds from bond sales to fund CIP projects.

With CIP, City staff can budget and identify projects that otherwise cannot be addressed due to funding limitations within the annual operating budget or limited, internal resources or manpower.

When it comes to mobility, this five-year program identifies construction projects identified and prioritized within the Southlake 2030 and Southlake 2035 master plans.

The Mobility 2030 Master Plan includes several citywide plans that prioritize the development of thoroughfares, sidewalks, trails and parks. The recommendations within the plan serve as a guide to the development of CIP projects as well as departmental business plans.

Two major mobility CIP projects currently in progress are the N. White Chapel Widening and Zena Rucker Connector.

Other projects such as the SH 114 Frontage Roads and FM 1938 improvements are managed by the Texas Department of Transportation. The City often partners with TxDOT, contributing to these projects financially, while TxDOT manages and oversees construction.

Things are coming full circle on E. Continental Boulevard. The new sidewalk will create a loop connecting Continental Boulevard to FM 1709, S. Kimball Avenue and S. Carroll Avenue.  Soon, pedestrians will have access to schools, parks, shopping and residential areas.

This sidewalk project will improve mobility in the area by reducing traffic and allow easier access for pedestrians to walk between school and home during drop off and pick up times.

When the project is completed, the new walking path will be about six feet wide with handicap accessible ramps and handrails in several locations.

Future improvements to Continental Boulevard include:

The project is part of the City’s Mobility Master Plan. The Continental Sidewalk portion of the plan is estimated to cost $317,000.
