UPDATED: FM 1938 Water and Sewer Utility Relocation

The Cities of Southlake and Keller are currently installing a 12-inch water line as part of the FM 1938 water and sanitary sewer relocation project. The work is located along the west side of FM 1938 between Florence Road and Fawkes Lane. The utility relocation project is expected to be completed by Summer 2014.

The bidding for construction of the FM 1938 City Water Line and Sanitary Sewer Utility Relocation Project is complete.

On August 20, 2013 the City Council awarded the water line and sanitary sewer line utility relocation contract to the lowest bidder, Wilson Contractor Services, LLC for $1,845,378.  An inter-local agreement between Southlake and the City of Keller means both cities will share cost for this project. Cost to each city is determined on the total linear feet of water and sewer lines needed to be relocated within each city. Therefore, the cost will be divided as follows:

  • Southlake (total): $1,546,803
  • Keller (total): $298,574

With a contractor in place, water and sewer utility relocation is anticipated to begin October 2013 and last approximately nine months.  It is important then to understand what to expect as this relocation project gets underway. This process will include: the removal of vegetation along the relocation route, presence of construction crews along FM 1938, and slower traffic and congestion, and other general delays.

With these points in mind, the City respectfully asks that all travelers along FM 1938 remain patient throughout this process and to observe construction zone warning signs.

Moving existing utilities (water, wastewater, gas, phone, electric and cable lines) out the way is the first stage of FM 1938 Phase II, of the significant TxDOT roadway project. FM 1938 Phase II will include: roadway expansion, better quality road able to handle more travelers, landscaped medians to replace some of the vegetation lost during construction, and enhanced aesthetics to make the roadway more appealing to travelers.

TxDOT anticipates a calendar year 2015 start date for FM 1938 Phase II and the City will do its part to help TxDOT meet that start date.
