Information on the proposed recommendations of the Land Use Sector Plans and the Consolidated Future Land Use Plan, elements which will be included in the Southlake 2035 Land Use Plan update, will be presented during the event.
The first element (SH114 Corridor Plan) was adopted by City Council in June 2017.
The second element (FM 1709-FM 1938 Corridor Plan) was adopted by City Council in December 2017.
Land Use Plan Open House
This plan includes all four sector plans – the North Sector Plan, Central Sector Plan, West Sector plan and Southeast Sector Plan and encompasses all of the land area in Southlake outside of the three major roadway corridors. The Land Use Sectors Plan addresses each of the four sectors separately, providing an overview of the existing land use, mobility and environmental resource considerations, discussing planning challenges and issues, and providing specific recommendations.
“Future land use recommendations are essential for the continued growth and development of Southlake”, said Senior Planning and Development Services Director Ken Baker. “Resident input is highly valued throughout the planning process as the City develops the Land Use Plans. The Open House provides an opportunity for our stakeholders to give us some great feedback”.
A draft version of the Land Use Sector Plan and the Consolidated Land Use Plan are available on the city’s website. There is also a feedback form that has been created for residents to submit questions or comments directly to planning staff regarding this plan. Need to know more? Southlake is full of health and wellness experts, enthusiasts and advocates who we’d like to help us put together the new Health and Wellness Master Plan. Here are a few examples of ideas the committee could explore.
Built & Natural Environment – How can parks be more senior-friendly? This topic may include looking at how landscape and lighting requirements can increase public safety, and developing criteria to evaluate the overall safety of development proposals;
Transportation – This could include highlighting existing Community Service Agreements, such as Call a Ride Southlake (CARS). The committee may also explore sidewalk connections and how incorporating Intelligent Traffic Systems (ITS) into roadways might encourage safety and increase mobility;
Aging Population – Another important focus area includes examining opportunities to increase the quality of life for seniors in the community and those that wish to “age in place” through policies and programs. This may consist of reviewing ordinances in terms of existing requirements for family or “mother-in-law” quarters as families may serve as caregivers for aging relatives;
Mental Health & Wellness – Topics within this category may include working with healthcare professionals on community needs related to anxiety and depression and other mental illnesses;
Partnerships – This ultimately speaks to how the City of Southlake will pursue partnerships with groups such as health care providers, the Carroll Independent School District, and possibly other community service organizations that focus on health and wellness initiatives.
Southlake City Council recognizes the importance of health and wellness issues and has included this new component in the Southlake 2035 Comprehensive Plan. While this plan element is new, it will build on recommendations from other plans. For example, the LiveFit Program has been successfully implemented as a health and wellness program in the City. “The success of LiveFit demonstrates that health and wellness is something we can all relate to. I’m looking forward to the invaluable insight committee members will provide us as we move forward with this new component of the 2035 Master Plan,” says Senior Director of Planning & Development Services Ken Baker.
City Council is seeking applicants of all ages and backgrounds, encouraging those with professional experience or interest in health or wellness topics to apply. Committee members will be asked to meet about once a month over the course of several months, to work alongside City staff to develop this master plan element. They will be reviewing existing city policies; evaluating the current health and wellness landscape in Southlake; analyzing current and future wellness needs and topics; and formulating recommendations to City Council related to health and wellness.

The City of Southlake will host a public open house to present the FM 1709 – FM 1938 Corridor Plan. This is the second of six elements that will be included in the Southlake 2035 Land Use Plan update.

The plan covers approximately 850 acres that are adjacent to two of the three major roadway corridors in Southlake. The gray portion of the map below illustrates the planning area for the FM 1709 – FM 1938 Corridor.
Significant development has already occurred on the FM 1709 – FM 1938 corridors. “There are still a number of future planning issues that need to be discussed”, said Senior Director of Planning and Development Services Ken Baker. “This includes new development, redevelopment, traffic, urban design and pedestrian mobility. It’s important to involve residents and property stakeholders in the planning process as the City develops the Land Use Plans. The Open House provides an opportunity for our stakeholders to give us some great feedback.”

The next phase of comprehensive planning in the City of Southlake is moving forward with Southlake 2035.
In the last few months, the City of Southlake has adopted two components of Southlake 2035 Comprehensive Plan: the Economic Development Master Plan and the Tourism Master Plan.
Now under consideration by the City Council are the Southlake 2035 Vision, Goals & Objectives and the State Highway 114 Corridor Plan. City staff recently presented more information about these elements at the May 9, 2017 SPIN (Southlake Program for the Involvement of Neighborhoods) Town Hall forum.
Southlake 2035 Vision, Goals & Objectives
The Vision, Goals & Objectives define the values of the community and set the framework and the tone for each of the Southlake 2035 plan elements. They reflect changes in the community since the Southlake 2030 plan was adopted, and address new plan elements that are included in the scope of the Southlake 2035 Plan.
State Highway 114 Corridor Plan
The SH 114 plan establishes a future thinking, detailed land use plan for the corridor. With features such as the Texas Turnaround, Carillon and TD Ameritrade amongst the approximately 1800 acres with the Southlake city limits, the plan will help guide discussions about growth and conservation.
The work of establishing the strategy is assigned to the 2035 Corridor Planning Committee. The committee was appointed by the City Council and consists of elected and appointed officials who worked to create recommendations for land use on both a site-specific and citywide basis. These recommendations are adopted with the SH 114 Corridor Plan and responsibility is assigned to City departments for implementation. The plan and recommendations guide land use, zoning, and resource allocation decisions for the next five to seven years.
City Council is currently scheduled to consider both Southlake 2035 plan elements at their June meetings:

June 20, 2017 – 2nd Reading (Public Hearing)
