Contracts will be on-site to perform road reconstruction services on T.W. King Road starting Thursday, February 9, 2023, from 7:00 a.m. - 5:00 p.m. until work is completed, weather permitting.

One lane of traffic will remain open during construction. Flaggers will be onsite to direct traffic.

More road work is underway! To improve mobility and reduce traffic congestion, the Southlake Mobility Team has scheduled several road construction projects around the city.

Drivers should expect temporary and alternating lane closures so workers can access the roadway facilities fully. We advise all commuters to plan and allow extra time for their journey.

Here’s the list of ongoing and upcoming road reconstruction projects:

Creekside Drive

Construction will continue for roadway improvements at Creekside Drive as part of an ongoing capital improvement program project. Contractors will be working in the area from 8 a.m. - 5 p.m., on weekdays. Alternating closures will take place during this time, with work mostly impacting the northbound lane. One lane of traffic will remain open. Residences will be provided with temporary driveway access. Construction is expected to last through early Spring 2023, weather permitting.

 

Dove Creek Trail and Mission Drive Drainage Improvements

Construction for the Dove Creek Trail and Mission Drive Drainage Improvements Project will start on Monday, January 9, 2023. Traffic along Dove Creek Trail and Mission Drive will be temporarily affected. There will be a hard closure at the culvert crossing, lasting approximately four to five weeks to install a storm line crossing. There will be a detour through Saratoga Drive for Dove Creek Trail, and for Mission Drive, there will be a detour through San Saba Drive. This project is expected to be completed in the Spring of 2023.

Central Avenue Striping Improvements

Contractors are set to begin work on the Central Avenue Striping Improvements Project on Monday, January 16, 2023. Traffic along Central Avenue from SH 114 East Bound Frontage Road to Main Street may experience temporary road closures. This work is expected to be completed Friday, January 20, weather permitting.

Beginning Wednesday, May 11, contractors with Reynolds Asphalt will begin construction to perform pavement improvements on four streets in the city. These improvements are a part of the Southlake Mobility team’s Town Square Enhancement projects.

The four streets included are:

  • 1st - Prospect Street (from Carroll Avenue to State Street).
  • 2nd – Grand Avenue (from Division Street to SH114 Frontage Road).
  • 3rd - Grand Avenue W. (from Grand Avenue split to Federal Way).
  • 4th - Summit Avenue (from FM1709 to Main Street).

Construction will take place from 7:00 a.m. to 5:00 p.m. each day until complete. Weather permitting, the project is anticipated to be completed by Friday, May 20, 2022.

Safety is a top priority. Motorists are reminded to be aware of the work zone.

City of Southlake Director of Public Works Rob Cohen presented an update on key construction projects as a part of the City Manager’s Report at the December 7 City Council meeting.

Theses updates include ongoing and upcoming capital projects that will be subject to funding in the near future.

As of now, the City has a total of 36 active projects.

“When we call a project active, we actually determine it to be in one of five different phases whether it’s predesign, design, bid, construction or closeout,” Public Works Director Rob Cohen said.

Projects included in the presentation ranged from mobility projects to partnerships, facilities and wastewater.

Specifics are as follows:

White Chapel Boulevard Widening Project

Work on N. White Chapel Boulevard is 70% complete. With the return of the temporary batch plant to resolve the shortage of materials, paving has commenced. Northbound concrete lanes are being placed as of December 14.

The project is expected to be completed by May 2022, weather permitting.

White Chapel Boulevard and the Crossing at Kirkwood Branch

The scope of the project is to raise the elevation of the roadway and construct a pedestrian pathway on the westside.

Construction is contingent upon when funding is made available. The initial plan for construction to start is in 2023.

This project is in partnership with Denton County.

Tarrant County Bond Projects

Tarrant County is in partnership with the City of Southlake on two bond projects.

The first one includes intersection improvements along Davis Boulevard and W. Continental Boulevard and Union Church Road.

This project is anticipated to start in late 2022 is contingent upon when funding is made available. The initial plan is for construction to start in 2022.

The second set of intersection improvements will include Continental Boulevard and S. Peytonville Avenue.

This project is currently in the design phase.

Wastewater
The sanitary sewer system is facing some degradation due to drainage issues which is causing some environmental factors such as exposed infrastructure. The City is currently working on finalizing design alternatives to help address these issues with an engineering consultant.

The City also plans to survey other manholes to prevent further damage. Repair schedule is to be developed once the full repair effort has been identified.

Facilities

There are three facilities included in this plan: the Municipal Service Center, the Bob Jones Nature Center barn and the Bicentennial Park Pickleball Complex.

City Council approved the contract for design services for the Municipal Service Center at the December 7 City Council meeting. Construction is set to start in late 2022 or early 2023.

Work on the barn at Bob Jones Nature Center has already commenced. The barn raising took place at earlier this month. Construction is anticipated to start in August or September 2022 with plans to open the barn in December 2022.

The Bicentennial Park Pickleball Complex is currently under design with construction starting in July 2022 with an anticipated opening in December 2022.

Pedestrian Pathways 

The sidewalk on SH 114 will be complete by the end of this year.

Plans for a sidewalk section are also in the works for S. White Chapel Boulevard and Pleasant Run Road.

Other assessments which are included in the Mobility Master Plan (LINK to approved amendments story when approved) will also take place in the near future.

Projects that are in the design phase will be subject to funding during the given budget year.

The 2021-2022 school year kicks off next week and the City of Southlake’s Mobility Team wants you to get there safely and on time, of course.

Below are the traffic plans that will help you navigate back to school with ease.

Carroll Senior High School Traffic - Peytonville Road and W. Southlake Boulevard
Two School Resource Officer’s (SROs) will work the traffic in the area.
One SRO will direct traffic heading in and out of the campus from S. Peytonville Road, while the other SRO assists with exiting traffic onto W. Southlake Boulevard from the main entrance.

Carroll High School- N. White Chapel Boulevard
Two SROs will direct traffic at both entry and exit points. During school drop off and pick up times, it is recommended to find another route if your destination is not Carroll High School to assist with keeping traffic flowing.

Florence Elementary – Johnson Road
An officer will direct traffic at the intersection of Johnson Road and Harrell Drive.

Please note - Although Florence Elementary is a part of the Keller Independent School District, it is located within the City of Southlake’s city limits.

The Southlake Mobility Team wants you to stay in-the-know with road construction on N. White Chapel Boulevard.

As construction moves forward, it’s important to be familiar with the terminology used to describe the process.

Below is a list of common terms utilized to describe road construction on N. White Chapel.

  • Inlet Protection – A structure that directs stormwater into underground drainage systems.
  • Retaining Wall – A wall designed to support soil laterally on both sides.
  • Road Grading – Grading takes place when a road or driving surface needs to be restored. Contractors utilize a grading tool to remove potholes and other road irregularities.
  • Milling Subgrade – Layer of native soil such as rock or earth in which the road will be laid.
  • Subbase – Layer of gravel on top of the subgrade.
  • Excavation – A hole or cavity dug underground.

The importance of signage is to keep drivers informed, increase road safety and reduce accidents. With multiple construction projects taking place simultaneously, it’s vital that motorists pay attention to speed limit signage while they are travelling through areas under construction.

Although signage is generally posted in construction zones to specify the speed limit, it’s good to remember that speed limits are reduced by 10 mph or more in construction areas.

Reducing the speed limit increases the safety of motorists, pedestrians and construction crews.

However, if you happen to approach a construction zone and do not see a speed limit sign, please report the missing speed limit sign to the Public Works Traffic Division at 817-748-8370 from 7 a.m. to 4 p.m., Monday through Friday. Please be sure to provide a specific address or the appropriate cross streets.

There are many ongoing construction projects throughout the City of Southlake. Each project seems to march to a specific rhythm that translates to physical progress. This progress can be seen when you look at a project every few days.

Some projects seem to lag or even take a step or two backward. There are good reasons for many of the occurrences that you may see out in the field. These reasons are as numerous as the different project types.

Let's narrow this discussion to the North White Chapel roadway widening project. Specifically, let's look at the work taking place at the intersection of North White Chapel and Chapel Downs.

The contractor is working to install a new drainage system that will be placed under the roadway when all of the work has been completed. The contractor is slowly working along West Chapel Downs. The contractor digs. New drainage pieces are installed. The contractor closes up the hole and starts the process all over again.

The contractor works this way because the City directed the contractor to keep the existing drainage system operational while the new system is constructed. There will be a point in the project when the old and new systems will come together. The work on West Chapel Downs is expected to be completed in the coming weeks.

The contractor will then move to start work on East Chapel Downs. The area is different and the requirements are different. The contractor will use a different method and technique for this portion of the work. The entrance at North White Chapel and East Chapel Downs will also be closed for several weeks to complete this part of the project.

Another upscale hotel is making its way to Southlake. The future Westin Dallas Southlake will be located just north of State Highway 114 in between Carroll Avenue and Grace Lane.

Construction began in Fall 2019 for the six-story, 261-guestroom hotel that will feature 22 suites, 1 2-bedroom suite, and four Peloton suites. At completion, the property will include over 26,000 square feet of meeting space, an 8,000 square foot event lawn, modern restaurant and bar, state-of-the-art fitness center and resort-style pool with a pool deck and food and beverage service.

The project is being developed by SRH Hospitality and managed by Harrell Hospitality Group, both located in the DFW area.

“As a Southlake resident myself since the early 1980s, I’m proud to be associated with such an upscale facility, and to bring corporate and leisure visitors to this great city,” CEO Paul Barham said. “The high-quality facility and services offered by The Westin Southlake represent exactly what Southlake is known for.”

The hotel is scheduled to open in Fall 2021. The Westin was originally approved by the Southlake City Council in April 2014.

The Westin Southlake will add to Southlake’s existing 660 guest rooms of which include the Hilton Southlake Town Square and Cambria Southlake hotels, as well as the Delta Marriott Southlake Hotel currently under construction.
