City Approves Temporary Concrete Plant to Assist with N. White Chapel Project

Due to a shortage of one of the main ingredients in concrete in the D/FW metroplex, the Southlake Public Works Department made the decision to create a temporary batch plant to complete the N. White Chapel Project on schedule.

A temporary batch plant, or concrete mixing plant, will be brought on the east side of N. White Chapel Boulevard between E. Highland Street and Ascot Drive so that necessary materials are available to complete the project in a timely manner. Without the temporary batch plant, the project will be delayed, possibly as long as six months.

The location was chosen because it met Texas Commission on Environmental Quality (TCEQ) requirements and was near the construction site. Other reviewed sites could have taken 4-6 months to be approved.

The temporary batch plant will operate in two phases. The first phase will require the plant to be open for four weeks. Approximately 6-8 weeks later, the plant will operate for another four weeks. The plant will then be removed.

The plant will operate during normal project work hours, from 7 a.m. - 7 p.m., Monday – Friday. On occasion, the plant may be open on Saturday. Deliveries to the plant will be made outside of traffic rush hours.

Residents can expect muffled generator or vehicle noises. A water truck and sweeper will be onsite to minimize windblown dust and keep the area clear of material.
